Louis was educated at Christian Brothers, Line Wall College and subsequently at Funchal, Madeira during the Second World War.  He read law at University College London and was called to the Bar in England in 1950 by the Honourable Society of the Middle Temple and subsequently called to the Bar in Gibraltar..

After returning to Gibraltar he practiced on his own as a criminal lawyer and engaged in litigation and later formed the firm which bore his name.  He took an active part in politics and became a member of the Legislative Council from 1964 to1969.  He was Minister for Port and Trade in the Gibraltar Government from 1965 to 1969.  He took Silk in 1982 and up to the date of the merger forming Triay Stagnetto Neish, was Senior partner of Louis W. Triay and Partners.

Louis was largely responsible for legislation implemented in Gibraltar in 1967 to create the exempt company which lasted for several decades before being phased out recently as a result of sustained pressure from the European Union and the OECD.
